Question:
Where can I obtain the PHS 398 grant application?
Answer:
The PHS 398 grant application can be obtained from the National Institutes
of Health (NIH) Web site at http://grants.nih.gov/grants/funding/phs398/phs398.html.
Question:
The PHS 398 ask that you address the narrative headings for A-D, however
on the Web site, the modified criteria ask that you address the following...
1. Significance. 2. Approach 3. Innovation. 4. Investigator. 5. Environment.
& also...Form PHS 398 will be supplemented by information relevant to
the following two elements of CDC's objective review criteria: 1. Methods.
& 2. Evaluation. Which one should I follow?
Answer:
Address the criteria within A-D and do not alter the official headings
for the section or the table of contents. Within sections A-D, you can
create subheadings to clearly illustrate that you are responding to review
criteria of 1-5 and the two elements of CDC's objective review criteria.
You just want to make sure its obvious that you are addressing the criteria
and not making the reviewers search your document for compliance.
Question:
What are my chances of receiving funding for my grant application?
Answer:
CDC will review all applications and select those that merit funding.
The number of funded applications are limited and therefore applications
may be classified as approved but not funded. If your project is approved
but not funded, your project may receive funding later in the fiscal year.
Question:
When will I be notified if my project is selected for funding and when
will my funding begin?
Answer:
The anticipated award announcement date is September 2008. Funding will
begin on September 30, 2008.
Question:
If the "Approximate Total Funding" is stated to be for the
"first 12 month budget period" and the "Project Period
Length" is listed as "not to exceed 2 years," does the
funding ceiling apply for the total project period of up to 2 years or
does it represent a funding ceiling for each 12 month period?
Answer:
The funding ceiling is applicable to each budget period.
Question:
The instructions say to follow the NIH guidelines with regard to the
format of the proposal, but we are not sure if that also applies to the
budget. For budgets of this magnitude, NIH uses a "modular" budget format,
which requires very little explanation or listing of specific salaries
and other costs. Is that what we are supposed to do for this application,
or do we need to show a full budget breakdown? We've haven't yet found
specific guidance on this point in the instructions.
Answer:
A detailed budget has always been required for applications submitted
through CDC's Cooperative Agreements with ASPH, APTR, and AAMC. The PHS
398 budget instructions referring to submitting $250,000 or less budgets
using a Modular Budget Format Page are "Applicable only to R01, R03, R15,
and R21 applications." These Cooperative Agreements do not fall under
any of these categories and therefore a detailed budget should be submitted
by each applicant.
